Connecticut will Impose Highway Use Fee

Starting January 1, 2023, a Highway Use Fee will be imposed on certain carriers for the privilege of operating or causing to be operated certain heavy, multi-unit motor vehicles on any highway (i.e., public road) in Connecticut.

Like the other states' Highway Use Fee, like KY, NM, NY, and OR, not all vehicle types require such permits. An eligible motor vehicle for the said permit has a gross weight of twenty-six thousand pounds or more and (B) carries a classification between Class 8 and Class 13, inclusive, under the Federal Highway Administration vehicle classification system (FHWA). We can easily say that it's required for CDL trucks.

A good thing to note is that there is no fee associated with the registration for the Highway Use Fee, and there will be no need to renew the Highway Use Fee Permits periodically. However, the filing for the permit needs to be done every month. Whether you have mileage or not, it still needs to be filed.

Are there any Recordkeeping Requirements?

The carriers must also keep records, receipts, invoices, and other pertinent papers to support the information reported on each Highway Use Fee Return file with DRS. In addition, each carrier shall maintain, every month, a list of all the eligible motor vehicles that such carrier operates or causes to operate on a highway in the state during such month. All such lists shall be maintained by the carrier for not less than four years after the date of each such month and shall be made available to DRS upon request.

How is the Highway Use Fee calculated?

The Highway Use Fee also have different computation based on the truck's weight and the number of miles driven in Connecticut. The per‑mile fee rate increases based on the carrier’s gross weight, ranging from (1) 2.5 cents per mile for vehicles weighing 26,000-28,000 pounds (lbs.) to (2) 17.5 cents per mile for vehicles weighing more than 80,000 lbs.

How do I register?

To register for the Highway Use Fee, a carrier must complete and apply to DRS. The application is available in electronic form in myconneCT at portal.ct.gov/DRS-myconneCT.

Will I be issued a permit for each eligible vehicle I have?

Once the DRS accepts an application, it will issue one permit to the carrier that the carrier must place in each eligible vehicle operating in Connecticut. Any person or persons who knowingly violates any provision of Conn. Gen. Stat. § 12-493a, such as operating in the state without the permit, will be subject to a fine of one thousand dollars.
